In order to qualify for Medicaid Institutionalized Care Program (ICP) benefits in Florida, you must meet certain medical and financial qualifications.The applicant must be 65 years of age or older, be an U.S. citizen or qualified non-citizen, be a Florida resident, have or file for a Social Security number, file for any other benefits for which the applicant may be entitled and disclose any third-party liability, such as health insurance.
There must be a medical necessity that requires the applicant receive nursing care. A determination can be made by examining the person’s ability to perform the Activities of Daily Living (ADL). This would include the applicant’s ability to clean themselves, cook for themselves, use the bathroom, etc.
